This is the story of balram (mithun) who turns into ballu tiger, a local goon. Balram is a tourist local guide and he meets bajrang (kiran kumar) to show a plot of land in his area. Balram saves the life when someone tries to shoot bajrang pandey. Bajrang becomes a great fan of balram. Balram is captured by plice when he mistakely kills his client who had come for a visit.
